Iizuna Heights is a highland resort with only 10km far away from the center of Nagano City and this case is rare of local cities of Japan. In Iizuna developments for tourist facilities and deforestation for resort villas were started from mid-1960s but small-scale (under 500m^2) developments have much increased through "bubble economy" and "Olympic Winter Games" of 1990s and many new dwellers have added. Characteristics of Iizuna problems are diversity of dwelling household types and variety and comprehension of land use control problems.
