We examine the life-saving constraints considering the location of fire stations and first-aid station. We propose the life-saving potential indicator of the travel time to the urgent medical in-stitution of an mbulance. In this paper, the above method is applied to residence attraction area of Nagano Urban City. In the experimental study, we verified location of fire stations and first-aid station affects a limit time to life-saving.
