The choice of detoure is based on the trade-off between travel time and schedule delay. The utility function consists of estimated travel time, waite time at the accident zone, schedule delay, lateness in arrival at work. The estimated travel time includes the safety margin with uncertain travel performance in consideration of taffic closure and prolonged travel time.
