This significant statement followed : "It is important that a system be established that allows diverse parties to participate in education. A system should be introduced to distribute subsidies for education based on the choices made by students and their parents." This is the concept behind the school voucher system, one option among school choice programs. It had been expected that this policy would eventually be proposed and backed by Japanese business leaders. However it actually came much earlier than anticipated.
