However reality shows that more and more children have difficulties in school and become truant, refusing to attend. In Japan, children of school age are assigned to neighborhood public schools designated by the local school board. In the face of the hash reality of the increasing number of absentees, voices from all sides have been raised calling for school choice, which has now become a hot educational topic favored by politicians. This paper first reviews the Japanese school attendance zone policy, and the background of why and how school choice started. Then it studies examples of school choice as implemented in the U.S. and New Zealand.
