 note = {application, The aim of this study is to clarify locational structure and changes of retail facilities in loose regulation areas in Nagano Prefecture. There are two subjects in it. One is the problem that the big and quick changes of retail location, we use large-scale stores mainly, have an influence on surrounding areas. The other is land development in loose regulation areas. We try to study them by examining the structure of law, urban and firm planning and commercial policy. The location of retail facilities there is mostly in line and along the arterial roads. These have been found since around 1980 and tend to increase. By the easing of opening-restriction of large stores it is foreseen that it will continue.},
