Since A Nation At Risk, report on US education, American public schools have been exposed to severe criticism for students' poor academic performance and worsening learning environments especially in urban school districts. In the meantime, the number of citizens who support drastic reform based on the market theory in public education has become more and more significant. In order to avoid the adoption of voucher or privatization schemes, those seeking to preserve public school education are turning to charter schools.
