 note = {application, Through my visits to public schools and school district offices in California, lack of funds was the topic most frequently and loudly talked about as a major difficult problem they were then facing. It seemed that all the educational activities stagnated, stopped and were forced to retreat because of this reason. Public schools in many other states in the U.S.must have similar difficulty more or less. Still a California problem seems to be pervasive and chronic. What's a particular malady with this state? This paper studies the educational funding mechanism and its historical background.},
