The basic principle for foreign language (English) instruction is to stress the cultivation of communicative competence, especially in the areas of listening and speaking. Under previous Courses of Study, the fundamental approach was to take a serious view of language activities with careful selection of teaching materials. The same approach has been even more clearly expressed in the Current Course of Study and further substantial improvement in classroom instruction is suggested. This basic philosophy and its implementation seem to follow the trend of global internationalization. This paper will first examine the previous two Courses of Study with regard to changes in the guidance given for foreign language (English) instruction.
