But until now, it seems that the responsibility for reform has been unreasonably placed on individual public schools, whose power base is too limited and localized to influence the larger educational picture. The concepts of school choice and accountability, which the U. S. is now employing for revitalization of public education may well accelerate the polarization or desertion of neighborhood schools. In the face of the declining economic power of the U. S., school choice and accountability are ideas which seem to stay in the mainstream of American educational reform.
