Though its actual implementation is from 1994, the Japanese upper secondary schools are now expected to comiple the new curriculum on their own by then. The new English education curriculum aims at cultivating the communicative competence of students and fostering positive attitudes toward communication with people of other countries. Now, the JET program has entered the 4th year of its history. So far it has enabled both students and teachers nationwide to communicate directly with native speakers now invited as assistant English teachers. Team-Teaching (instruction carried out by a Japanese teacher of English teaching jointly with a native speaker) may vitalize language activities in the classroom and compensate for weak points of Japanese English education.
