| 内容記述 | On Jan. 18, 2005, the Japan Business Federation published its policy proposals in its position paper, Looking to Japan's Future, Concerning education, it recommended that Japan carry out bold education reforms, moving beyond the concept of homogeneous human resources development. This significant statement followed : "It is important that a system be established that allows diverse parties to participate in education. A system should be introduced to distribute subsidies for education based on the choices made by students and their parents." This is the concept behind the school voucher system, one option among school choice programs. It had been expected that this policy would eventually be proposed and backed by Japanese business leaders. However it actually came much earlier than anticipated. Japanese people should be given enough information to judge whether this policy is desirable or not, considering that it is one of the most controversial policies in American education today This paper reviews and analyzes the situation in the U.S., where the voucher system has already been implemented and scrutinized. | |||||
